China Society for Policy
Study (C.P.A.) is an organization which
examines and researches policy theory on a
national level. It is the only premier
academic organization of its kind to conduct
policy research on a
national level. It was established through
the joint efforts of the Policy Research
Office of the CPC
Central Committee, the
Research
Office of the State Council, the Development
Research Center of the
State Council, the Chinese Academy of Social
Sciences,
and received the approval of the
Ministry of Civil Affairs of the People’s
Republic of China.
On May 22, 1994, C.P.A.’s
opening meeting was held at the Great Hall
of the People in Beijing. Renowned economist
and director of the State Council
Development Research Center Ma Hong was
elected as CPA’s Chairman. NPA Vice Chairman
Wang Bingqian was elected as
honorary Chairman. Wang Weicheng, the
director of the Policy Research Office of
the CPC Central
Committee; Yuan Mu, director of the Research
Office of the State Council; Sun Xiangqing,
director of the Development Research Center
of the State Council; and Zhang Zhang Sai,
Secretary of the National
Bureau of Statistics were appointed as
advisors to C.P.A.
The
leaders of central government offices from
the Organization Department, Propaganda
Department, United Front Work Department,
State Development
Planning Commission, State Economic and
Trade Commission, State Commission for
Economic
Restructuring, State Science and Technology
Commission, Ministry of Justice, Ministry of
Supervision,
Ministry of Foreign Trade and Economic
Cooperation, Ministry of Internal Trade,
Ministry of Railways,
Ministry of Posts and Telecommunications,
Ministry of Electronics Industry, Ministry
of Power Industry,
Office of Special Economic Zones under the
State Council, State Administration for
Industry and
Commerce, General Administration of Press
and Publication, as well as leaders from
Provincial, Municipal,
and Autonomous Regions were also appointed
as special advisors.
Li Peng, then Premier of the
State
Council and a member of the Standing
Committee of the Political Bureau of the CPC
Central Committee,
wrote words of encouragement for the
establishment of the China Society for
Policy Study. “[May C.P.A.]
go forward in the spirit of seeking truth,
and improve the quality of decision-making.
At the time Qiao Shi,
a member of the Standing Committee of the
Political Bureau of the CPC Central
Committee and Chairman of
the National People’s Congress; Rong Yiren,
Vice President of the P.R.C; Li Lanqing,
Vice Premier of State
Council, Li Guixian and Chen Junsheng, State
Councilors; Lei Jieqiong, Wang Guangying,
Chen Siyuan, Li
Peiyao, Vice Chairmen of the National
People’s Congress, and other leaders also
wrote words of
encouragement for the establishment of
C.P.A. |

Principles |
C.P.A. is led by the
following tenets: conduct research based on
the current conditions in China, the
saying “seek truth from facts,” Deng
Xiaoping theory, and the important thinking
of the “Three
Represents.” Through its work, C.P.A.
strives to bring together and strengthen all
parts of society, to
expand the research conducted on the
socialist market economy and new issues
arising because of
modernization, and to provide information
and resources to all levels of
decision-making departments.
Through improving the quality of
decision-making, C.P.A. aims to contribute
to the advancement of
scientific decision-making, democratization,
and modernization. |

Mission |
The objectives of C.P.A are
to collect and organize information and
research on foreign and domestic
policies, conduct in-depth research on
policy issues, improve the academic exchange
of information and
ideas about domestic and foreign policy,
explore new ways to scientifically analyze
policy decision-making,
conduct trainings of experts in the field,
increase communication and exchange between
experts, edit and
publish periodicals and books on policy
science, hold meetings and forums, carry out
extensive survey
research, and actively cooperate with the
State Council in creating strategic plans
and conducting public
opinion polls. |
